Following discussions in the most recent Visayas Stakeholder Meeting conducted by the Department of Energy in Cebu City, the Philippine Electricity Market Corporation (PEMC) launched the WESM Visayas Trial Operation Program (TOP) on 15 July 2010.
The Trial Operations Program (TOP) serves as a dry run of the wholesale electricity market in the Visayas and aims to:
• Encourage early involvement of the Trading Participants in the operation of the Visayas WESM
• Test the full functionality of Market Management System (MMS) with integrated Luzon & Visayas market
• Test the rules and procedures, including the Market Network Model
• Provide preparatory activities to Live Dispatch Operation and eventual Commercial Operation
Trial Operations Program Implementation Activities
• MPI Access, Website Registration
• Registration Update, Bids/offers Submission, Validation Rules, MPI and Website Reports
• Market Processes, Price & Demand Relationship, Customer Forecast, Must-Run and No-offer Generators
• EMS-MMS Data Exchange
• HVDC Flow, Contingency Events Simulation Tests, Security Constraints Imposition/Relaxation Test
• T/L & HVDC Outages, Bad EMS Data, Limited Energy and Reserve Supply
• Dispatch Protocol
• MSG (Metering) – MO Interface
• IS/IT Continuity and Reliability Testing
For the first week of the TOP run from 15 to 21 July 2010, activities lined up are the following:
• Ensure connection to the Market Management System for TOP Visayas (MMS-MOST3).
• Familiarization of TOP participants in the Wholesale Electricity Spot Market (WESM) website and to gain access to their organization’s specific information in the secure site.
• Ensure familiarization with the procedures on actual access/download of market reports and manuals/procedures
Simultaneously, PEMC will continue processing applications for registration as well as training of trading participants in the Visayas in preparation for the Visayas Commercial Operations Program (COP).
