The Visayas Trial Operations Program (TOP) of WESM serves as a dry-run of the wholesale electricity market in the Visayas. It aims to impart to the power industry stakeholders in the region the different processes and protocols involved in the trading of electricity and the different market rules that must be observed by the trading participants. The TOP will therefore ensure the readiness and adaptability of the power industry stakeholders in the WESM prior to its commercial operations in the region.

Specifically, the Program aims to –

1. Test the full functionality of the Market Management System (MMS) when integrated with the Visayas System Operator Energy Management System and Trading Participants Market Interface;
2. Encourage early involvement of the Trading Participants in the operation of the Visayas WESM , and encourage them to develop and test their own internal business procedures and understand their responsibilities under the WESM Rules;
3. Test the impact of the relevant provisions of the WESM Rules and operating procedures;
4. Familiarize the Visayas Trading Participants with the different market procedures and protocols;
5. Pave the way for commercial operations of the WESM in the Visayas.
