PEMC's Assumption of the MSP Performance Monitoring Function and Change in Publication Timeline of MSP Performance Rating

Dear Market Participants,

Please be informed that starting the billing month of January 2021, the Philippine Electricity Market Corporation (PEMC) will assume the function of monitoring the performance of wholesale and retail Metering Services Providers (MSP), which was previously carried out by the Independent Electricity Market Operator of the Philippines (IEMOP).

It may be recalled that the Rules Change Committee (RCC) endorsed to the PEM Board the proposed amendments to the Market Manuals on Metering Standards and Procedures (“Metering Manual”) to delineate the functions of IEMOP as Market Operator and PEMC as the WESM governing body. The proposed amendments clarify and transfer the monitoring of the MSPs’ performance from IEMOP to PEMC[1].

To ensure the smooth transition and compliance with the relevant provisions under the Metering Manual, PEMC and IEMOP agreed on a transition plan for the conduct of the MSP performance rating. In the said transition plan, IEMOP will complete the monitoring of MSP performance until CY 2020 and PEMC will assume the function effective CY 2021.

Further, Section 10.7.1 of the Metering Manual requires the publication of the monthly MSP performance rating. Taking into account the collection, preparation, validation, and review and approval process, PEMC’s publication of the monthly MSP performance rating will be done every 4th week of the month after the billing period.
