Top Performing Electricity Market Participants Recognized at the 2025 WCO Summit

The Philippine Electricity Market Corporation (PEMC) proudly recognized the outstanding performance of electricity market participants during the Annual Compliance Awards (ACA) at the Wholesale Electricity Spot Market (WESM) Compliance Officers’ (WCO) Summit 2025, held on 24 October 2025, at the Quest Plus Conference Center, Clark City, Pampanga.

The event, part of the annual WCO Summit, celebrates the exemplary efforts of market participants in upholding the rules and standards of the electricity market. The awards highlight organizations and individuals who have demonstrated exceptional adherence to WESM protocols, thereby promoting efficiency, transparency, and reliability in the country’s power bourse.

Among this year’s top performers were Nueva Ecija I Electric Cooperative, Inc. and Pampanga I Electric Cooperative, Inc., both achieving a compliance score of 90.00%, leading the Metering Services Provider (MSP) category.

In the Must-Dispatch Generating Units (MDGU) category, Asiga Green Energy Corporation, Oriental Energy & Power Generation Corp., and Sunwest Water and Electric Company 2, Inc. emerged as the top performers under the Run-of-River classification, each posting compliance scores exceeding 96%. Meanwhile, GIGASOL3, Inc., Monte Solar Energy, Inc., and San Carlos Solar Energy, Inc. led the Solar category, while North Luzon Renewable Energy Corporation, Guimaras Wind Corporation, and North Wind Power Development Corporation were recognized as the top performers under the Wind category, achieving compliance rates above 92%.

For Scheduled and Priority Dispatch Generators, top honors went to Pagbilao Energy Corporation (Coal), Maibarara Geothermal, Inc. (Geothermal), South Premier Power Corporation (Natural Gas), Isabel Ancillary Services Co. Ltd. (Oil-Based), Pangea Green Energy Philippines, Inc. (Biomass), and the Power Sector Assets and Liabilities Management Corporation – Agus V Hydroelectric Power Plant (Hydro). Under the Non-Scheduled Generators, SN Aboitiz Power – Magat, Inc. took the top spot with a 94.98% compliance rating.

It is about protecting the integrity of the market so that every participant from the largest generator to the smallest consumer can have confidence in the system. In this way, compliance is not a burden—it is the foundation that allows the market to thrive,” said Dr. Peter L. U, Chairman of the Compliance Committee, one of PEMC’s six (6) WESM Governance Committees, and Dean of the College of Economics at the University of Asia and the Pacific.

The Annual Compliance Awards serve as a vital platform for recognizing the market participants’ commitment to good governance and accountability. The PEMC, in its role as the governing body of the WESM, continues to encourage all market participants to uphold the highest standards of compliance and contribute to a sustainable and transparent energy future for the Philippines.
