The Philippine Electricity Market Corporation (PEMC) and the Philippine Energy Research and Policy Institute (PERPI) signed a Memorandum of Understanding (MOU) today, 30 July 2026, establishing a strategic alliance to foster evidence-based policy formulation, power sector research, and knowledge exchange in the Philippine electricity market.

The partnership brings together PEMC, the governing body of the Wholesale Electricity Spot Market (WESM) under the Electric Power Industry Reform Act of 2001 (EPIRA), and PERPI, the country's premier independent energy research institute established under Republic Act No. 11572.

The agreement was formally signed by Atty. Elvin Hayes E. Nidea, President and WESM Governance Officer of PEMC, and Atty. Angel Chona Grace I. Valero-Nuñez, Deputy Executive Director of PERPI.

Strategic Synergy for Energy Transition

Under the three (3)-year agreement, the two (2) institutions will collaborate on key analytical and policy studies covering electricity market operations, power market design, renewable energy integration, and sustainable energy transition.

"This partnership combines an in-depth understanding of the market with independent academic research. By grounding policy discussions in rigorous, data-driven analytics, we can better support a competitive, transparent, and resilient electricity market," said Atty. Nidea.

Safe, Responsible Data Sharing for Policy Research

To support robust research while safeguarding market integrity and data privacy, the MOU outlines a clear framework for data access:

• Scope of Data: PEMC will provide access to non-confidential, aggregated, anonymized, and publicly releasable market data.
• Approval Process: PERPI will submit proposed research topics for mutual approval before data requests are processed.
• Strict Usage: Information obtained under the MOU will be used exclusively for research, academic, and policy analysis—strictly excluding commercial, adjudicatory, lobbying, or advocacy uses.
• Privacy & Governance: Both parties reaffirm compliance with the Data Privacy Act of 2012, requiring Non-Disclosure Agreements (NDAs) for designated researchers.

Elevating Human Capital and Technical Expertise

In addition to collaborative research papers and policy briefs, the partnership will emphasize technical capacity building through joint workshops, roundtable discussions, and knowledge-sharing sessions. This initiative aligns with PERPI’s mandate to cultivate a globally competitive, job-ready, and environmentally responsible energy workforce.
