The Philippine Electricity Market Corporation (PEMC) and the Philippine Energy Research and Policy Institute (PERPI) signed a Memorandum of Understanding (MOU) today, 30 July 2026, establishing a strategic alliance to foster evidence-based policy formulation, power sector research, and knowledge exchange in the Philippine electricity market.
The partnership brings together PEMC, the governing body of the Wholesale Electricity Spot Market (WESM) under the Electric Power Industry Reform Act of 2001 (EPIRA), and PERPI, the country's premier independent energy research institute established under Republic Act No. 11572.
The agreement was formally signed by Atty. Elvin Hayes E. Nidea, President and WESM Governance Officer of PEMC, and Atty. Angel Chona Grace I. Valero-Nuñez, Deputy Executive Director of PERPI.
Strategic Synergy for Energy Transition
Under the three (3)-year agreement, the two (2) institutions will collaborate on key analytical and policy studies covering electricity market operations, power market design, renewable energy integration, and sustainable energy transition.
