Setting a firm tone for sector-wide reform, Energy Regulatory Commission (ERC) Chairperson and CEO Atty. Francis Saturnino C. Juan delivered the keynote address at the Wholesale Electricity Spot Market Compliance Officers (WCO) Summit, held under this year’s core theme: “Compliance and Continuity, Building Resilience Amid Energy Uncertainty.”
Addressing industry leaders, WCOs, and key stakeholders at The Fifth at Rockwell, Chairperson Juan emphasized that navigating an era of real energy flux requires grounding regulatory frameworks firmly in transparency, accountability, and proactive compliance.
"Our theme is compliance and continuity. It's very timely," said Chairperson Juan. "That’s why this morning, allow me to share what the ERC has been doing and where we are headed... Let me open with three words that guide our work: compliance, transparency, and accountability."
Highlighting the complex challenges of managing a tri-priced energy market dependent on imported fuel and balancing interconnected grids, Chairperson Juan stressed that true regulatory reform relies on preparing for market risks before they materialize. He pointed to significant steps taken by the agency, including the rollout of the 2026 Philippine Grid Code, enhanced power plant reliability standards, and streamlined processing times under the Energy Virtual One-Stop Shop (EVOSS) to foster long-term market predictability.
"We cannot remove every uncertainty, but we can prepare—through reliable infrastructure, responsive regulatory frameworks, effective market mechanisms, and a strong culture of compliance," Chairperson Juan added. "To our compliance officers, do not only look backward... ask what is coming, spot the risk early, prepare before the problem arrives."
2026 Compliance Awards Winners
To cap off a day of insightful discussions on resilience and continuity, the summit concluded with the official announcement and recognition of the winners of the 2026 Compliance Awards, honoring organizations and industry leaders who demonstrated exemplary dedication to regulatory standards and operational excellence:
