The Rules Change Committee (RCC) is inviting all WESM Members and interested parties to submit comments to PEMC’s Proposed Amendments on the Effectivity of DOE-Approved Settlement of Displaced Generators (ORCP-WR-WM-20-06)

The proposal seeks to:

1. clarify that the settlement methodology for Displaced Generators, as stated in Section 10 in the current version of the WESM Manual on Management of Must-Run and Must-Stop Units, shall be effective only until commercial operations of the enhanced market design; and
2. remove the terms ‘must-stop unit’ and ‘displaced generators’ and all references thereto in the version of the WESM Rules for enhanced market design

The WESM documents for revision are:

1. WESM Manual on Management of Must-Run and Must-Stop Units Issue 8.0 (version for current market design); and
2. WESM Rules (version for enhanced market design – as amended per DOE DC2019-12-0017 dated 04 December 2019)
