The Rules Change Committee (RCC) is inviting all WESM Members and interested parties to submit comments to PEMC’s Proposed General Amendments to the WESM Rules and WESM Manual on Constraint Violation Coefficient and Pricing Re-run regarding Under-generation and Over-generation (ORCP-WR-WM-21-10). The proposal aims to harmonize provisions on pricing re-runs with the directives provided under the ERC’s Decision on ERC Case No. 2017-042RC approving the Price Determination Methodology for the enhanced WESM design and operations.

The ERC directed that the pricing mechanisms during under-generation and over-generation used in the 1-hour market should be maintained. The ERC deemed that prices during under-generation should reflect the cost that the consumers are willing to pay for a continuous supply of electricity, which price is not necessarily the offer price cap (PhP32,000/MWh).

BACKGROUND:

This proposal was first submitted by PEMC on 18 May 2021 as an urgent amendment. In accordance to the procedures for processing urgent proposals set forth in Section 7 of the Rules Change Manual*, the proposal underwent an expedited process of approval, as follows:

PEM Board-approved urgent amendments shall take effect for a period of six (6) months, within which the proposal must be re-submitted to the RCC as a general amendment and processed as such, for the DOE’s final approval and promulgation. PEMC re-submitted the subject proposal as a general amendment on 12 August 2021.
