The Rules Change Committee (RCC) is inviting all WESM Members and interested parties to submit comments to the IEMOP’s Proposed General Amendments to the WESM Manual on Billing and Settlement to Harmonize with ERC Decision on Case No. 2017-042RC regarding Additional Compensation (ORCP-WM-21-09). The proposal aims to align the procedures for additional compensation with the directives provided under the Energy Regulatory Commission’s (ERC) decision on ERC Case No. 2017-042RC, and to consistently apply the guidelines to the different pricing or dispatch conditions eligible for additional compensation.

BACKGROUND:

This proposal was first submitted by the IEMOP on 16 April 2021 as an urgent amendment. In accordance to the procedures for processing urgent proposals set forth in Section 7 of the Rules Change Manual*, the proposal underwent an expedited process of approval, as follows:

Approved urgent amendments shall take effect for a period of six (6) months, within which the proposal must be re-submitted as a general amendment and processed as such, for the DOE’s final approval and promulgation. The IEMOP re-submitted the subject proposal to the RCC as a general amendment on 28 June 2021.
