Call for Comments to the Proposed General Amendments to the WESM Rules and Various WESM Manuals on Forecast Accuracy Standards for Scheduled VREs

The Rules Change Committee (RCC) is inviting all WESM Members and interested parties to submit comments to Proposed General Amendments to the WESM Rules and Various WESM Manuals on Forecast Accuracy Standards for Scheduled VREs (ORCP- WR-WM-26-06).

 The Proponent, ACEN Corporation, seeks to amend the WESM Rules and various WESM Manuals to:

  • Apply Forecast Accuracy Standards (FAS), in lieu of Dispatch Conformance Standards (DCS), to Variable Renewable Energy (VRE) generating units that elect to operate as Scheduled Generating Units;
  • Enable offer-based participation and greater responsiveness of VRE generators to market price signals;
  • Allow VRE generators to manage exposure to negative prices and reduce uneconomic dispatch;
  • Maintain forecast accountability through the existing FAS framework; and
  • Implement the necessary amendments to the WESM Rules and relevant WESM Manuals to give effect to the proposed changes.

 The WESM document/s for amendment are the following:

  1. WESM Rules
  2. Dispatch Protocol (WESM-DP), Issue 25.0
  3. Procedures for the Monitoring of Forecast Accuracy Standards for Must-Dispatch Generating Units (WESM-FASMD), Issue 3.0
  4. Registration Manual (WESM-RSDCP), Issue 18.0

BACKGROUND:

The ACEN Corporation submitted the proposed amendments on 08 September 2026 as an Urgent Amendment. Upon deliberation during its 262nd Regular Meeting, the RCC determined that the proposal did not meet the urgency criteria and subsequently reclassified it as a General Amendment proposal. Consequently, the PEM Board, during its 100th Meeting on 30 September 2026, concurred with the RCC’s decision on the said proposal.
